KB_GI_003: The "Improving the Land Use-Transportation Connection through Local Implementation Tools" handbook is one in a series of technical support documents prepared by PennDOT to enhance the partnerships between state, county, and municipal officials with the aim of enhancing the linkage between transportation and land use. Chapters include: 
  • importance of comprehensive plans
  • improving safety (access management and coordinated HOP processing, site design and roadway standards, traffic operations, mixed use zoning, zoning overlays)
  • maintaining or improving community character (adaptive reuse of land and buildings, multimunicipal zoning, cooperative agreements, parking, TND, urban growth areas)
  • funding maintenance of existing transportation (Capital Improvement Program, developer negotiation, loans and reimbursements, tax increment financing, TRID, transportation impact fees)
  • improving mobility and efficiency (access management and HOP, official map, traffic operations, TOD)
  • encouraging multimodal transportation
  • accommodating growth with the transportation and natural environments
